Sandy Cook Dr. Sandra Cook
KCTCS System Director Distance Learning – KCTCS Online

Dr. Cook is System Director for Distance Learning/KCTCS Online with the Kentucky Community and Technical College System and facilitates KCTCS Online and distance learning initiatives, including virtual program development, Blackboard infrastructure, student services support, and KCTCS Online offerings posted at KCTCS Online Learn on Demand, KCTCS Online Learn by Term and the Kentucky Virtual Campus (KYVC). In this position, her responsibilities involve coordinating virtual programs across all sixteen KCTCS colleges. Prior to accepting the system-level position, she was faculty and academic advisor in the community college system for twelve years. Also, she has taught for many years in the classroom as a business professor in the public sector and with four-year universities. Dr. Cook’s degrees are from the University of Kentucky, Eastern Kentucky University, and from the University of Evansville.

Candice Jenkins Candice Jenkins
Administrative Assistant

Candice Jenkins has an Associate’s Degree from National College of Business & Technology in Administrative Assistant Executive Office. Among other responsibilities, she manages the KCTCS Online Learn by Term and Learn on Demand websites, programs in KYVC and various team sites on ThePoint. She has been employed at KCTCS since February 2008. Candice currently lives in Versailles and has two wonderful daughters .


Paige Brooks-Jeffiers Paige Brooks-Jeffiers
Training and Innovation Strategist

Paige is the eLearning Training and Innovation Strategist for KCTCS (Kentucky Community and Technical College System). She trains and supports faculty on how to create quality content and implement it through the course management system. Paige has held this position since its inception in 2000. During her 10+ years, she has trained on six different CMSs including WebCT, Angel and currently Blackboard. She provides training to KCTCS faculty in both face2face and virtual environments. She has also provided training to admins and faculty of other institutions in the state. In addition to training faculty, she also teaches web design and production for a local community college which was awarded the Blackboard Exemplary Course Award earlier this year.


Lisa Jackson Lisa Jackson
Instructional Technology Curriculum Specialist

Lisa works with curriculum, technology and pedagogy,with emphasis on use of technology for effective course design and authentic assessments for Learn on Demand. She also helps provide support for the online faculty and students.





Millie Cunningham Millie Cunningham
Virtual Advising Project Manager – Learn on Demand

Millie Cunningham is the Learn on Demand Virtual Advising Network Project Manager responsible for implementing a virtual advising network for LoD students.  This includes integrating virtual tutoring, virtual advising, creation of a new advising webpage and orientation and supervision of six new Virtual Student Success Coaches.  Before that she worked at Jefferson in Business Affairs. She has been with KCTCS since 2002 when she started at the Shelby County Campus. Ms. Cunningham has an MA in Higher Education Administration from the University of Louisville. She plans on pursuing an PhD in Educational Leadership with an emphasis in Post-Secondary Education in the spring from the University of Louisville.   


Beth Case Beth Case
Quality Assurance Coordinator - Learn on Demand

Beth is the Quality Assurance Coordinator for the Learn on Demand program at KCTCS. She has an M.Ed. in Instructional Technology from Texas Tech University and plans to receive her doctorate in Instructional Technology in 2013. In addition to her knowledge of effective online course design, Beth also has a strong background in online accessibility for people with disabilities.


James Gibson James Gibson 
Learning Systems Administrator

James is the Learning Systems Administrator for KCTCS (Kentucky Community and Technical College System). James provides hardware and application administration for the KCTCS Blackboard infrastructure and manages all LMS database, application, content, and offsite recovery servers.




Jonathan Foster Jonathan Foster
Enterprise Systems Engineer

Jonathan Foster is the Enterprise Systems Engineer for the Center for Rural Development, he oversees the infrastructure and environment of the KCTCS (Kentucky Community and Technical College System) Blackboard system including network, storage, application availability and performance.
